Why can't I open Strategy & Performance (or a part of it)?
Short answer: The page says why: not part of your plan, no licence, a role without the permission, read-only access, a restricted strategy you are not a member of, or an organization still waiting for review. Strategy opens the strategy side, Performance opens Measures & KPIs.
