What the Next best action panel and "Why can't I?" tell you
Short answer: Record pages show a Next best action panel: What happened, What it means and What to do next, with a button to the exact place. When you cannot use a button, it stays visible with "Why can't I?", which explains the reason, who can change it and the next step, such as Request access.
