Why can't I edit or move this improvement?
Short answer: Why can't I? next to the action names the reason: read-only access or no licence, a restricted case where you are a viewer, a closed, cancelled or archived case, or a step that needs something first (a cause before solution design, approval before implementation, actions done before verification).
